Every seal captures the board-status snapshot at sealing time (live where boards publish change feeds; periodic re-check otherwise). The credential was valid at that moment — provably, permanently, regardless of what happens to the engineer's status afterward.

Anyone can verify any sealed document — building inspector, client, regulator — with no account. The cryptographic record is permanent and independently verifiable, even offline.
